In a dystopian future, an outbreak of canine flu in Japan leads all dogs to be quarantined on an island. A boy named Atari journeys there to rescue his dog Spots, and gets help from a pack of misfit canines who have also been exiled. Atari's quest inspires a group of dog lovers back on the mainland to expose a government conspiracy.
